There are a total of 15 use cases for the HKMA and we are one of them in the field of liquidity management.This is a recognition of our efforts in providing CBDC solutions. AsARTA TechFin's CEO Eddie Lau said at the panel on Day 2 of Hong Kong FinTech Week 2022, CBDC creates a payment system without central intermediaries and makes transactions happen in real-time. It is also a perfect payment for villagers and the underpriviledged who may have no internet and no bank accounts, promoting financial inclusion.As the SAR government announced the city will pilot financial applications of Web3 technology, we believe Hong Kong will become a unique place with both security token market and payment infrastructure with CBDC, with the back of the rise of CBDC in Mainland China. ARTA TechFin will continue to advance the development of virtual assets in Hong Kong with the goal of transforming the city into a global virtual asset hub.

Asia's first Bitcoin and Ether Futures ETFs

<img src="https://media.artatechfin.com/Group_1_ff40043aa4.png" alt="Group 1.png"> Virtual Asset (“VA”) is the hot buzzword inWeb3 space, and naturally, all assets have insurance needs, where asset owners may fear the loss, theft, or damage to their assets, no matter if it's tangible or intangible. VA insurance is a new product class, therefore by means, there were no “sufficient” historical data or past experience for “adequate” actuarial pricing and reserving, so a quick-and-dirty method would need to be adopted in the first place, and later on can be adjusted through trials-and-errors. For example, we have seen a new market player charging insurance premiums at 20% of the NFT price and covering 90% of the purchasing price. Apart from the pricing, how easy or difficult to claim is another key consideration. If the policy wordings make it almost impossible to claim, even though monies are saved in the short-run, the long-term business growth would be compromised, and also discourage the purchase of VA insurance protections going forward. On the other hand, insurers should strictly follow the claim specifications in order to provide the “right” protection to the “right” people who are displaying the “right” behavior. A good balance needs to be stricken between the front-end (underwriting) and back-end (claim), but it’s not a walk-in-the-park exercise. The principle of insurance sits on the law of large numbers (aka probability), therefore in theory, if there is a sufficient scale of the risk pool, and claim conditions are standardized, then the likelihood of claim incidence rate can be reliably predicted and then priced in. Therefore, global reinsurers play a vital role in the VA insurance space through scaling-up and risk diversification, and most active VA insurance players all have strong and reputable reinsurers backing their business, and providing technical support on the claim side. Key differentiatorsbetween VA insurance products include: liability limit, self-retention or deductible, coverage type for loss scenarios, etc. and reinsurers would typically assess VA service provider’s software development, cyber security, IT compliance, agility architecture, etc. in order to assess what premium, liability limit and insurance coverage to provide to the VA risk carriers. If the VA service provider and insurer would like to obtain a competitive rate from the reinsurer, then they need to convince the reinsurer that they are fit and proper. Virtual Asset Insurance Protection, a Gimmick or a Necessity?

Dr. Adrian Cheng, chairman of ARTA TechFin,has been appointed as the chairman of the committee.&nbsp;The committee will advise the government on strategies to attract mega arts and cultural events to Hong Kong as well as the operation of the Mega Arts &amp; Cultural Events Fund. The fund is designed to promote international cultural exchanges and support the global promotion of local popular culture through annual festivals and content for streaming platforms. Adrian stated the committee will work across different sectors to bring more world-class arts and cultural events to Hong Kong under the directions of "innovation, localization, and sustainability", driving commercial activity and providing opportunities for local creative industries. He said these events will not just be one-offs but rather develop into annual ones that will reinforce Hong Kong's status as an international arts and cultural hub. As the place where Eastern and Western cultures meet, Hong Kong has strengths in art and culture. We believe the committee will support the development of Hong Kong’s arts and culture scene and facilitate cultural exchanges between mainland China and the rest of the world.
